Minister | Ministry of Transport Malaysia
His Excellency Loke Siew Fook serves as the Minister of Transport in the Unity Government under Prime Minister YAB Dato’ Seri Anwar Ibrahim, having been sworn in on 3rd December 2022.
As Minister, he is committed to a world-class public transportation as a means to alleviate traffic congestion and deliver sustainable mobility. To this end, Mr Loke is focused on improving the efficiency and reliability of Malaysia’s public transportation on top of cultivating a culture of maintenance for these critical infrastructures and related facilities. He also wants to enhance road safety in the country.
Mr Loke is an advocate for the digitisation of key government services, having overseen the digitisation of the bidding system for car number plates under the Road Transport Department (JPJ) during his first stint as the Minister of Transport from May 2018 to February 2020. Mr Loke is pressing ahead with the digitisation agenda with the firm belief that it will provide a more seamless and satisfactory experience for the public.
member of the Democratic Action Party and currently its 6th secretary-general, Mr Loke has been both the Member of Parliament for Seremban and the Member of the Negeri Sembilan State Legislative Assembly for Chennah since 2013. Mr Loke, a native of Seremban, graduated with a degree in Development Science from Universiti Kebangsaan Malaysia.​​​
Secretary General | Ministry of Transport Malaysia
Dato' Jana Santhiran Muniayan is currently the Secretary General for Ministry of Transport. Prior to his appointment as the Secretary General, Dato’ Jana Santhiran was the Secretary General of the Ministry of Youth and Sports Malaysia from 5 January 2022 until 16 January 2023.
He has been serving the Malaysian Government as an Administrative and Diplomatic Service Officer for 27 years where he started as an Assistant Director in the Ministry of Rural Development in 1995. One year later, he was posted to the Ministry of Education (MOE) as Assistant Secretary in the Development and Privatisation Division and was later promoted to be Principal Assistant Secretary in 2003 in the same division. In his time with the MOE, he was also the Project Manager for Asian Development Bank and World Bank’s Education Projects in Malaysia.
Dato' Jana Santhiran then joined as a Principal Assistant Secretary in the Policy and Strategic Planning Unit, Ministry of Housing and Local Government where he was promoted to be the Secretary of Tribunal for Homebuyer Claims, in September 2007. In the following year, he was made the Director of Abandoned Projects Rehabilitation Division, Ministry of Housing and Local Government. In December 2014, he was promoted as the Undersecretary, Administration and Finance Division, Ministry of Transport. Later, he served at the Ministry of Finance as Senior Deputy Director, National Strategic Unit from May 2016 until September 2018. He was then promoted as Deputy Secretary General (Management) of the Ministry of Transport until December 2020. After that he was transferred to be the Head of Secretariat of the Investigative Committee for Governance, Procurement and Government Finance under the Prime Minister’s Department until August 2021. Later on, he was appointed as the Deputy Secretary General (Environment) for Ministry of Environment and Water.
Dato' Jana Santhiran has completed Bachelor of Arts (Honours) and Master in Management degrees from University of Malaya. He also holds a Postgraduate Diploma in Public Administration from the National Institute of Public Administration (INTAN).​​​​​
Chief Executive Officer | Civil Aviation Authority of Malaysia
Dato' Captain Norazman Mahmud carries with him more than 30 years of experience in the aviation industry. His illustrious career includes flying multiple fleets of B737, B747 and A330 aircraft and was the first pilot in Malaysia to be rated on the A350 aircraft.
Captain Norazman first attained his pilot wings in 1990 and began his flying career with the country’s national carrier, Malaysia Airlines in 1991. He received training from the Civil Air Training Academy Australia and was later seconded to the Department of Civil Aviation (DCA) in 2005. During his extensive career with Malaysia Airlines, he had served as an examiner for B737, A330 and A350 aircraft and Fleet Captain Wide Body. He was appointed as the Chief Pilot Fleet Operations of Flight Operations at Malaysia Airlines from 2017 to 2020 where he was responsible for leading the efficiency of line operations and contributed in enhancing the flight operations process via technology transformation.
Captain Norazman was previously the Director of Flight Operations of CAAM. In this position, he led the Division with four pillars of strategies, namely; Digital Transformation, Documentation, Training, and Collaboration to revolutionize CAAM in line with its vision to be the world's leading aviation authority.
Director for the Asia Pacific Region for the Office of the International Affairs | Federal Aviation Administration
Chris Carter has served as the Director of the Federal Aviation Administration (FAA) Asia-Pacific Region, located in Singapore, since June 2021. In this role, Chris provides leadership and promotes US interests advancing civil aviation safety and efficiency in the Asia-Pacific Region. He leads a staff of twenty people located in offices in Beijing, New Delhi and Tokyo as well as Singapore and Washington, DC. His office acts as liaison to the International Civil Aviation Organization (ICAO), Association of Southeast Asian Nations (ASEAN) and the International Air Transport Association (IATA).
Prior to this appointment, Chris served as the Deputy Executive Director for Strategic Initiatives in the Aircraft Certification Service (AIR) of the FAA’s Aviation Safety (AVS) Line of Business. In that role, he oversaw a transformation of AIR that included a complete reorganization of a workforce of 1,300 employees as well as an improvement in the aircraft certification process. He also collaborated with industry stakeholders, international regulators and across AVS to more fully integrate the certification and operational aspects of an aircraft lifecycle.
Chris joined the FAA in 2004 as a manager in the Aircraft Engineering Division. Prior to joining the FAA, Chris spent 18 years in the aviation industry, starting as an aircraft technician in the UK. After earning his engineering degree from Embry-Riddle Aeronautical University, he worked as an engineer and a Designated Engineering Representative (DER) for several years. He has held various management positions in the aircraft modification and interior completions sector of the industry where he managed programs; negotiated supplier agreements and oversaw regulatory and safety compliance. Chris also holds an MBA from Webster University and a Professional Engineers License.
